Blatter made the comments during a press conference in Johannesburg.
Qatar, which will controversially host the World Cup in 2022, forbids homosexual acts, which are punishable by up to five years in prison.
Referring to gay football fans, Blatter joked that they should “refrain from any sexual activities”.
He went on to say that he was sure that there would be no anti-gay problems in Qatar in 2022.
“You see in the Middle East the opening of this culture – it’s another culture because it’s another religion – but in football we have no boundaries,” he said.
“We open everything to everybody and I think there shall not be any discrimination against any human beings be it on this side or that side, be it left, right, or whatever.
“If [gay football fans} want to watch a match somewhere in Qatar 2022, I’m sure they will be admitted to such matches.”
